Should unstable brews/spells be in the lucky/wealth drop pool

They made sense when catalysts were required for alchemy, but now it seems rather arbitrary. Just a thought.

They're generally more valuable than a potion/scroll, but not quite as good as a different brew/elixir/spell, I think they're still well-placed for those wealth drops.
