What I mean is, "this ability needs cooldown" means "other abilities can still be used". In fact, while this ability requires cooldown, Monk cannot use other abilities.

It's possible that the translation you're using has changed the meaning slightly, but that is not the meaning of the original text. If you use the ability after attacking, no cooldown is applied, otherwise there is a cooldown applied. The cooldown is universal for all monk abilities.
