fstab and update-initramfs -u weirdness

Maybe you can give me a tip what to do

I changed things with my swaps and now they are not mounted at boot. Not even after update-initramfs -u (which does not throw errors)

swapon -a adds both swaps without problem so the fstab is definitely ok

My theory is that there is a copy of fstab in the initramfs somewhere ant it is not getting updated. Ideas what to do?
I can of course add swaps manually post boot, but things don't get started properly when swaps aren't in use at boot as oom-killer wreaks havoc...
