"Publish" metabox toggle becomes disconnected

Steps to Reproduce

1. Go to add or edit an Issue
2. Observe checkbox-looking thing floating off above the Issue Date box (it's a button and it's really the publish metabox)

Expected behavior
I honestly do not know what the original intent was, whether it was to disable expanding/collapsing the box or something else. Based on screenshots, it seems that the toggle arrow (the button) should be hidden, in any case.
