Improve "warning" notice

Is your enhancement related to a problem? Please describe.

When a redirect loop is detected, 2 things happen:

  1. A warning notice is displayed.
  2. The warning text contains "redirect chain/loop".

Expected:

  • Change the warning to an error notice to highlight the severity of a loop as more of an error since that would be essentially broken.
  • Remove the word "chain" as it is just "loop" that is detected.
