Exclude links in HTML for pages with no url

It's possible to put permalink: false on a page to exclude it from the output, but keep some eleventyNavigation data on it to create parent items in the navigation tree. The HTML output currently creates a link for these entries with an empty href, so they link to the current page. It'd be nice to just exclude the link if url is false.
