Add filters to incidents table

We should have the ability to filter by status, service, assignee, etc.

Sounds good! I don't have any designs whipped up (it's all in my head). Feel free to just give it a shot. I'll likely re-skin it later to fit the look. Sorry again that it's all in my head!
