Specify date format standard

Heroku (#26) specifies ISO 8601 much to this developer's delight.

That's to my delight as well! I like ISO 8601 (and in UTC), and have standardized on it in past work. I think it's a good recommendation.

If there's consensus on that, I'll file a PR to add it. What do others think? /cc @arowla @aaronsnow @seanherron @adelevie
