Allow any API key to call public metrics API

The public metrics API (https://api.gsa.gov/operations/api-data-gov/v0/analytics/summary), currently requires a special API key in order to access. We need to open this up so that any API key can access this API.

This has been addressed so any API key can access this API now: https://api.gsa.gov/operations/api-data-gov/v0/analytics/summary?api_key=DEMO_KEY
