Tidy up the project's repos

We should go through all of the current and past repos and:

• Ensure descriptions and READMEs are up to date
• Ensure permissions
• Possibly archive older repos
• For the documentation repo, look through all of the old files Moved to #908
• Anything else?
• Consider discrete repos for the target URL list building process. Further, perhaps the structure should be 3 repos: one for the target URL list building process; one for the Site Scanning engine and API, and a third for the web presence.
• Consider using this time to move some of this over to github.com/gsa
