Proposed:
- We call this the website index.
- It can be more specifically referred to as the "federal website index".
- In context, we'd call it our website index, e.g. the Site Scanning website index, or the federal website index that Site Scanning builds.
- We avoid making it a proper noun. So, it's not the "Federal Website Index" or "Website Index", but rather the website index that our program maintains.
