The new target URL list has a lot of empty cells from this data because there's not an exact crossmatch with the .gov domain data file. It should be straightforward to create a crossmatch or other solution to better integrate the data. This will also be a good time to talk about 'what an agency is'.

Note: It might be good to look at what dd.gov is doing right now, too.
