Level 2-12 Placing brick under jump pad "freezes" brick in place

Placing any brick under the jump pad as shown below causes it to be "glued" in place. I cannot pick the brick back up to move it elsewhere. Seems if any part of the brick is placed directly against the bottom of the jump pad it'll get stuck.

Same brick freezing issue happens when placed directly under a dripping pipe.
