Show state incident count as a chart

Right now the state incident count is displayed as a table below the map. It take too much screen space.
A better option is to show them as a bar chart:

  1. Show each state at X axis
  2. Show Count, Count/per 10K and Count/1MM as three different bars
  3. Allow user to order states based-on 1 of the 3 data
