This was removed from OSRS but was present in RS2.

Judging by wiki evidence it was removed from osrs between 2018 and 2020 https://oldschool.runescape.wiki/w/Transcript:Banker?oldid=7180299

I want to find an osrs video of the dialogue for the dialogue emotions, apparently the dialogue still exists on RuneScape 3.

The first picture most definitely uses happy. It's harder to see on Fremennik banker, it's more obvious at other bankers (e.g. Al Kharid bank or Edgeville bank).
Option 2 looks like exact same emotion as a Man saying "How can I help you?", so I'd agree on it being neutral.
