graph order not stable on index page

This is unintended behaviour introduced by 1.3.0

Graph order on the index page will be random after each restart

This was never stable even before 1.3.0, the only way to make it stable is to provide a custom layout with sources specified - i still think it should be stable and follow order of definition in the config or maybe order by source name, re-classifying this as enhancement
