Expose the `UWSGI_PY_AUTO_RELOAD` env variable

We could take advantage of the UWSGI_PY_AUTO_RELOAD environment variable to auto reload the application server in the development environment only.
This variable could be added to both the docker-compose.yaml and the .env_template files.
