Set timeout on database

Make sure that the database can't be locked up forever by setting a maximum operation timeout.

For whatever reason, I thought busy_timeout was what I was looking for. Now I'm not sure whether sqlite has any sort of timeout feature. Even the ultimate guide doesn't mention one. I'm closing this. Maybe it can be revisited later.
