1.19.2 not working in Spigot 1.13

looks like in Spigot 1.13, swimming doesn't seem to work at all. Guess it'll require an update to correct the animation?

Managed to get the swimming working by pressing the left control key while in the water however there were no warnings about losing stamina or being too heavy (diamond armor). So it does appear some of the mechanics are not working at least for todays build of Spigot.
