Allow for fine-tuning controls

Maybe a drop-down under the Adjust button on the ModuleView page's knob pane.
The drop-down could default to 1% (per encoder click), and have options for 0.1%.
Or perhaps a slider/checkbox for "Fine Adjust"

Another idea is use the push-and-turn events of the rotary to adjust fine tuning. Currently these are unused.

Or, long-hold of the encoder toggles fine/coarse (maybe ultra-fine too)

We would need to change the display to show two decimal points, too.

Also probably display "press and hold to fine tune" or "long-hold to toggle fine/coarse"

I took a more simple approach and made clicking the rotary toggle the coarse/fine/ultra-fine mode.
