Could you conditionally pass the VAST ad request to the player, based on the value of the 'economics' property of the brightcove video? When the 'economics' property returns 'FREE', no ads should be requested for the particular video.

This is actually handled by the ad server, brightcove no longer supports the conditional ad flag.
