Special Characterset Replacement with UTF-8 equivalent

I noticed that if there is certain character set in the cookies, it gets replaced and makes the stream download fail
Example
nats_landing=No+Landing+Page+URL replaced with nats_landing=No%2BLanding%2BPage%2BURL

I figured the issue. The returned cookie has a mix of single and double quotes.
