[plugin] some functions of noscript.js not working

For example,

set noscript-tempsites!=github.com

will return an error

Invalid argument: noscript-tempsites=github.com: s.split is not a function

And,

set noscript-sites=

Will return Error: TypeError: vals is undefined

Also, nso seems to be broken as well.
