Add an option to disable Niagara Walls / display Android's native selector first

Niagara walls is good, but for people like me who'd rather use their own wallpapers, it can be quite bothersome.

I'd rather just go straight to Android's native wallpaper selector, and have Niagara walls be an alternative, especially since Android's native selector also handles Material You colors selection.

I'd suggest one of the following solutions :

• adding an option to disable Niagara walls (maybe not ideal as it's a whole new option)
• move "External wallpapers" to the top of the page
• make "External wallpapers" an alternative option in the "Look" section
