bpm_TXTE ID and bpm_SE ID seems to contain a fixed identifier, which is pre initialized in bg-prov template.
bpm_header ID, bpm_Signature ID, Keymanifest ID seems to contain a fixed identifier, which is not pre initialized in bg-prov template.
