[BUG] [QUEST] Blue Cypress Mission Statement - cannot turn in

Bug description

As you progress the quest, it updates as it should and when you complete it the number disappears, the quest turns to completed but can not be handed in.

Steps to reproduce

Accept the quest from Blue Cypress, do the things until you reach the completion requirements. Notice the change to the quest in the tracker and it can no longer be turned in.

Expected behavior

Quest should be able to be handed in once completed.

You can continue to reach over-achieve with this and the count keeps growing but it does not change the status of the quest, nor enable it to be handed in.

Have dropped it and retaken it multiple times, however the same thing occurs.

As Black-Judge mentioned I a currently working on a 90% rewrite of the entire quest system.
This will result in many quest fixes.
It is currently in my local alpha testing phase. It will likely be several more weeks until I feel it's ready pushing to develop.
