[BUG] Ezna misses a lot of things

Bug description

In the artisans' district, there is nothing except the sellers.
No crafting workbench, no mailbox, no portal for Mirage, nothing...
All the shops on the street are empty.

I had already reported that there were missing items for the quest for blue salt (for the gildas), which is located down the street.
