AI will cancel repairing after capture a building being repaired

If a building is being repaired, after AI orders an engineer to capture this building, its repairing will be canceled and never resumed, even if this building is attacked again.

This issue also existed in Romanov's Vengeance.

This is a universal problem in OpenRA, due to the building repair AI model is buggy.

I have resolved this issue two years ago in AS with a trait which introduced the WW AI sell-or-repair-on-capture logic, but it apparently was introduced after the rv-engine fork because that one lacks it.
