[BUG] Cannot deal damage to unowned NPCs

Short Description
NPCs spawned by map or via ZINV do not have an owner, and because of that they cannot be damaged with ACF projectiles, even when damage protection is turned off in ACF options by selecting damage permission mode "none". Using Prop Protection addons to claim ownership on them (Nadmod, for example) makes them able to receive damage normally.
Branch and Version
x64 version of the game, latest ACF version dated to February 5, 2023.

How to Reproduce (Optional)
Try shooting any non-explosive projectiles (e.g. ammo-piercing rounds from MG) at map-spawned NPCs, or use ZINV to populate the map with unowned NPCs.
