[BUG] User is prompted about wizard even after first-use

Describe the bug
SCT is unaware it has been launched before after running SCT and not running the wizard.
Reproduction
Start SCT for the first time
Press No on the wizard
Open SCT again
Expected behavior
SCT to stop informing the user about the wizard when they say no to the wizard.
Environment:
- OS: Any
- SCT Version 1.3.* and 1.4.0
Additional info
EnableTaskbar does not get set unless the user does it themselves (Which is not possible on 8.1) making SCT unaware it ran before. This can be solved using a explicit reg value for first-time use.
