clean up unused steps from pipelines

Is your feature request related to a problem? Please describe.
As an AICOE-CI user, it is confusing to look up my aicoe-ci pipelines in the tekton dash and see many failed steps, that are unused and do not impact the "true" success of the pipeline. It makes it difficult to understand when a real failure has happened.

Describe the solution you'd like
Clean up pipelines so that only relevant steps are executed, and all failures are meaningful: if a pipeline step fails, that should indicate that the entire pipeline failed.
