After disabling Parity and running it again, it started syncing.

Then when I ran Parity:

This has actually happened before, but the other way around, where I was running Akasha and I tried to start Parity.

What I suggest is to instead of aborting execution as is the case now, try to automatically select another port, e.g. by incrementing the port by 1 (and keep doing this until a successful port is found or there is an overflow).
