Filter (and interaction with stance)

Issue: Our current filter causes unknown issue when integrated with our current stance. This requires debugging of stance and the filter in tandem.

Additionally, opening moves are often weird and strictly worse than DipNet (e.g., Russia supports Mos into Lvn in Spring 1901 with Stp support. This is an issue because the support is not needed and wastes the move possibility of Stp. Additionally moving into Lvn has no purposes that turn).

Goal:

  1. When two neighbors communicate, Neighbor A doesn't help Neighbor B attack Neighbor A.
  2. A country does not self support itself if the support does does nothing AND there is a different move to make. (maybe, filter causes something weird to happen to DipNet)
