ORBAT: Federate attribute in Unit class and Units attribute in Federate class

ORBAT: Federate attribute in Unit class and Units attribute in Federate class

The attribute Units in the Federate class is not needed. Each Unit has his own reference to the federate UUID with the Federate attribute. So this is redunant information that can give inconsistencies.

In the extensions to MSDL done by MSG-106 is the attribute Federate.Units defined but not the Unit.Federate.

If one of these attributes should be removed I suggest that attribute Federate at object class Unit is removed.

I will remove the attribute Unit.Federate.
