Discussion: Should user be allowed to edit/delete comments?

Currently, only the owner is allowed to edit/delete his/her post.

Should the user be allowed to edit/delete comments? Or who can delete the comments, whether the owner of the post or the owner of the comment?

Even though twitter doesn't allow editing of comments, users still have the freedom to delete them. I think the user should have that freedom as the bare minimum
