DART batch job without upload should not delete bags

1. Choose "Run Batch" from the DART menu.
2. Pick a workflow that bags files but does not upload them.
3. Choose a csv file to run the workflow against.

Expected: All of the bags remain in the bagging directory after creation.

Actual: Each bag is deleted after validation. At the end of the batch, none of the bags are in the directory.
