Spells can span years for CWD and CDD

Changing the option spells.can.span.years for the CWD and CDD indices, that is part of the climdex.pcic functionality, should be made possible from the ncdf wrapper script. Currently, changing this option requires source code modifications to the climdex.pcic.ncdf package that is far too troublesome for users.
