Downloading JAR has resulted in flakey CI tests

Our CI tests have become flakey because the Azure shell sporadically fails to download the SonarJava plugin. See https://github.com/SpoonLabs/sorald/runs/5132934322?check_suite_focus=true. Is there some known fix for this? We could probably add a retry somewhere in the workflow which would try to run the tests again if the downloading fails, but there may be a better solution as well.

It is not as sporadic as I thought. All the failed tests in recent months have failed due to different reasons.
