What happened?

Repro steps:

  1. rvcfg
  2. rvbuildt RV_DEPS_FFMPEG
    ->What you get: FFmpeg is built. Which is fine so far.
  3. rvcfg
  4. rvbuildt RV_DEPS_FFMPEG
    ->What you get: FFmpeg is being rebuilt for no reason. It shouldn't have
