reduce strategy: perform an initial deletion attempt

Following on an idea by @jklmnn - we could perhaps attempt a first deletion of a package, before doing anything else, on the odd chance that the package is not needed at all.

Agreed. On completely unreduced testcases, I think there is a lot of potential for this strategy.
