Check with German VPN (Frankfurt, NordVPN).
I see the solution, but very basic rules don't apply in user filter or in custom filter. Will provide more info when the time comes, and if the problem will not solved.

Please enable Mobile Ads filter and German filter.

The problem is not reproducible - the banner does not appear.
