Waiting for this to be fixed: rectorphp/rector#3807

Remove from excluded rectors:

Reactivate Rector\Order\Rector\Class_\OrderClassConstantsByIntegerValueRector
Reactivate Rector\Order\Rector\Class_\OrderPropertyByComplexityRector

The set ORDER was simply disabled.
