Switch to Nuget for MonoGame and future references

While this requires using Visual Studio Community, as oppose to the lighter Express editions (for those still using it), the benefit is that the team will be on the most up-to-date version of MonoGame and future assemblies. This is usually done automatically but can be checked manually. The downside is we gotta wait on the maintainers to push the updates.
