[FEATURE] Better Method to Handle Resource Requests

PROBLEM
Is your feature request related to a problem? Please describe.
Currently, if the user requests some resource using Sherpa, Sherpa may not return any resource due to the logic we have in the citation validation.

We may add resource request as one of the question types in the question type classification and handle it separately.
