pghoard config is not all reloaded upon a sighup signal

If I change the aws credentials for upload to S3, and reload pghoard (not restart it), xlog uploads work, but base backups do not.

Ive narrowed it down to a failure to reload the web server self.server.config and the storage config attached to the site_transfers object in pghoard.
