Order of setup panels is sensitive to the language

To reproduce:

Run the setup command in English
Run the setup command in a different language and compare

Expected: Panels should be in the same order
Actual: Panels order is dependant of the language. This bug is caused by panels being sorted in alphabetical order of their title, but titles are translated strings.
