[Bug]: Cant get Dragonsteel armor and cant ride dragons (can fly, just not walk with it)

What happened?
So my dragon is doing the you know the fire breath animation at the forge but there is no fire or particles coming out so nothing is happening in the dragon forge, its just like roaring with its mouth open. Also cant walk with the dragons, can only fly.

1.18
Ice and Fire version
every one (1.18.2)
Citadel version
every one (1.18.2)
Relevant log output
No response
Other Information
- I am using other mods besides Ice and Fire
- I have attached a log file from the session that I have experienced this issue
