[Bug]: Fire protection and water doesn't work against fire dragons

What happened?
Armor with fire protection enchant or armor set from Divine RPG with absolute fire protection both do not prevent damage.
Also fire attacks make damage when player dive to water.
Is it intended?
Minecraft Version
1.20.1
Ice and Fire version
iceandfire-2.1.13-1.20.1-beta-4.jar
Citadel version
citadel-2.5.4-1.20.1.jar
Relevant log output
No response

- I am using other mods besides Ice and Fire
- I have attached a log file from the session that I have experienced this issue

This is likely intentional - otherwise you'd be able to cheese Fire Dragons by just drinking a potion of Fire Protection.

They are numerous like mosquitos, so should be easy-kill like a mosquito :)
