[Bug]: Dread Lich damage broken

What happened?
Dread lich cast a ranged attack and dealt 15 points of damage while in full iron gear. I think the dread lich was also 20+ blocks away.

Ice and Fire version

Citadel version
citadel-2.5.4-1.20.1

- I am using other mods besides Ice and Fire
- I have attached a log file from the session that I have experienced this issue
