Fix intermittent CI build failures

Current status: I don't know what's going on. Rerunning the same commit gives inconsistent results. When I use port forwarding to run the tests locally using a circle ci deployment of the website, the tests always pass. The only obvious thing is to increase timeouts + rerun failed tests automatically, but they're timeouts are already really long and failed tests already rerun twice automatically.
